Yes, networks can be implemented in many different ways, and one of them
could be with people as "nodes." But you would need to specify exactly
what the "activations," "connection weights," "inputs," and "outputs"
and "learning rule" (the rule according to which connection weights
change) corresponded to. Otherwise it is just a vague analogy; an
image, or a metaphor.
