(1) One does not cite postprints or PDFs, one cites published
articles. The citation is a metadatum.
(2) The purpose of OA is to provide online access to refereed journal
articles for those who otherwise cannot access them. Either the
author's refereed final draft or the publisher's PDF fulfill that
essential function.
(3) Yes, it's tempting to count eprint requests, isn't it? (But don't
worry, IRstats can do the same, and spare the author a lot of needless
keystrokes.)
