Innovation is conducting an `Inquiry into research training and
research workforce issues in Australian universities'.

Please find attached a copy of my submission to the committee. Note
that the submission has been endorsed by a range of people at short
notice and by the CORE organization (the professors and heads of
computer science in Australia and New Zealand).
The submission deals with the responsibilities of PhD candidates
holding scholarships (most) and the universities' responsibility for
the training of PhD candidates in respect of open access, with
particular reference to their journal publications and their thesis.
