Just as a funder can REQUIRE as a condition of funding that the recipient of its money writes a report, it can require that the peer-reviewed outputs be made OA. If the recipient fails to do this, he/she will never receive further funding from that agency. That sort of thing would NOT be viewed with contempt/ignored as Thomas suggests.
