How should data and publications resulting from publicly funded research be shared?

Readers of this list probably have a view on the question "How should data
and publications resulting from publicly funded research be shared?"

This is item KSH2 in the questionnaire [1] recently launched by the European
Commission.

The whole questionnaire is 38 pages. Once you are online you've got 90
minutes to complete the questionnaire. Then the line goes dead. Question
KSH2 comes on page 22.

Perhaps its simpler just to write to the author of the questionnaire direct.
The name is not given, but you can download the questionnaire in MS Word
format [2] and see if you can find the author's name(s) using your forensic
skills à la Simon Byers "Scalable Exploitation of, and Responses to
Information Leakage Through Hidden Data in Published Documents" [3].

For example, at offset 000D1928 in questionnaire_era_greenpaper_en.doc I
found hex characters 42 72 61 79 or "Bray".

I checked this find against the Commission's Staff Directory [4]. It seems
to me that staff member Dr Bray may well be the author of the questionnaire.

Up to you to follow, or not.
