Every project under the Seventh Framework Programme is _already_ mandated to send a final report to the Commission [2].

1. Set up an archive.
2. Ask the Commissioner for a copy of each final report.
3. Put the reports in your archive.
4. Tell your friends to do the same.
5. And see what happens.
