You are quite right. However, in the face of rhetoric about
destroying systems that society depends on (Brussels Declaration) or
abruptly ending a publishing system that has nurtured independent
scientific inquiry for generations (DC Principles) it seems important
to point out that "we have the technology" (Six Million Dollar Man).
In other words, the publishing industry is a service industry that
performs tasks that the research industry doesn't want to do, not
that they are incapable of doing.
