The EPRINT REQUEST button can and will be used by IRs as needed. The
purpose of implementing it right away was to orient and influence
funder and institution slef-archiving policy-making: Without the
button, embargoes would rule the waves, basically making "mandates"
ineffectual, with open-ended loopholes.
Withe the EPRINT REQUEST button prominently available to all (and
clearly understood), it makes it clear to funders and institutions
that they can mandate *immediate* deposit for *all* published article
output, not just the output that is not embargoed.
It is premature and pointless to count how many IRs have implemented the
button today. The point is to have it avaailable, and known to be
available.
