the advantage of OA for spotting plagiarism was discussed
at the IUPAP-meeting (IUPAP workgroup 2 Communications in Physics:
participants were all major publishers such as IoPP, APS, Sci.Am.,
Nature, Springer, ..but not ES).
at London in 2003
"Scientific Misconduct and the Role of Physics Journals in its
Investigation and Prevention" October 13-14 2003
Material of the meeting is plenty, e.g. the guidelines

All participants and the discussion agreed that only OA will finally
cure this problem (with as said with the advent of plagiarism check
programs).
