Subscribers to this list may be interested to read a preprint of a short
paper which I have written and submitted for publication. It analyses the
content of Australia’s established institutional repositories over
2004 and 2005, and compares their performance against
Government-reportable research publications. The paper contains
documented comparative evidence that Swan & Brown’s study was
correct: a requirement to deposit is readily complied with, even in
individualistic Australia, and results in increasingly full repositories
and high levels of open access. On the other hand, voluntary deposit
policies simply don’t work, however much effort is put into
encouragement.
