With respect, I wasn’t out to lunch. What we are writing about is
how many journals in any country are subsidized by government funds. We
are not talking about free papers provided by researchers in their
output, nor free services provided by editors and referees, nor
commercial arms of public enterprises fully funded by activity.
All CSIRO publications are operated as business enterprises and are not
supported by public funds, unless you know something I don’t. The
CSIRO website says and I quote (underlines mine): “CSIRO PUBLISHING
is an autonomous business unit within Australia´s Commonwealth Scientific
and Industrial Research Organisation, CSIRO.” Translated into
English, this says that CSIRO Publishing is self-funding on a commercial
basis.
Did you note that CSIRO has no interest in cutting edge ICT?

How about CSIRO. Is it purely commercial?
No it draws on both public and commercial funds, but it only publishes
in-house serials, with no real scholarly standing.
