(Of course, anyone can come along and build a citeseer / google
scholar / OAI citebase service on the free, open access literature,
but then they have become a commercial publisher of sorts.)
My question :why would creating these services entail becoming a
commercial publisher of sorts? Suppose a governmental body decides to
take this on, as could be the case in many countries. Would that make
the service "commercial"?
