Re: Which Will Be the First Open Access Country?

Instead of relating it to total population, one might want to express
the number of archives in relation to the number of people in
tertiary enrollment (i.e. after secondary school). That may give a
somewhat more relevant picture, if we assume that tertiary enrollment
has more of a relationship with scientific activity than general
population. The language bias seems less prominent this way. But huge
caveats remain. For instance, the average size of institutions in
different countries is not taken into account. If that is large, then
we should expect fewer repositories relative to total enrollment.

Data from http://nces.ed.gov/programs/digest/d03/tables/dt395.asp.
Enrollment figures from 1997. An assumption has been made that those
haven't changed relatively, between countries.

Figures and rankings become:

Country -- Archives -- Popul(Mn) -- Tert.Enroll.(K) -- ratio(arch./Mn
tert. student) -- rank
USA -- (127) -- 293.1Mn -- 14262 -- 8.9 -- 10
UK -- (54) -- 60.3Mn -- 1821 -- 29.7 -- 2
Germany -- (38) -- 82.4Mn -- 2132 -- 17.8 -- 4
Canada -- (28) -- 32.5Mn -- 1763 -- 15.9 -- 5
France -- (19) -- 60.4Mn -- 2062 -- 9.2 -- 9
Brazil -- (18) -- 184.1Mn -- 1869 -- 9.6 -- 8
Italy -- (16) -- 58.1Mn -- 1893 -- 8.5 -- 11
Austral. -- (16) -- 19.9Mn -- 1042 -- 15.4 -- 6
Netherl. -- (16) -- 16.3Mn -- 469 -- 34.1 -- 1
Sweden -- (12) -- 7,5Mn -- n.a. -- n.a. -- n.a.
India -- (7) -- 1000Mn -- 6060 -- 1.2 -- 14
Belgium -- (5) -- 10.4Mn -- 358 -- 14.0 -- 7
Portug. -- (5) -- 10.5Mn -- n.a. -- n.a. -- n.a.
Finland -- (4) -- 5.2Mn -- n.a. -- n.a. -- n.a.
Denmark -- (4) -- 5.4Mn -- n.a. -- n.a. -- n.a.
So Afr. -- (4) -- 42.7Mn -- 618 -- 6.5 -- 12
Hungary -- (4) -- 10.0Mn -- 195 -- 20.5 -- 3
Spain -- (4) -- 40.3Mn -- 1684 -- 2.4 -- 13
Japan -- (4) -- 127.3Mn -- 3918 -- 1.0 -- 15

In ranking order: (*Sweden, Finland, Denmark and Portugal are, due to
lack of data re enrollment for smaller countries, ranked on the
assumption that the same percentage of the total population as in
Belgium is enrolled in tertiary education, which may be wholly
incorrect).
