Cogprints Upgrade

CogPrints http://cogprints.org
has been upgraded to the latest version of GNU EPrints 2.3.7. The site
now has much shorter URLs. Instead of
http://cogprints.ecs.soton.ac.uk/archive/00000432/ you can refer to
http://cogprints.org/432/ (although all old URLs continue to work). Also we've
used the new 2.3.7 style sheet to make it look nicer.
