There is an article from The Scientist which reports on an offer from
a journal to guarantee a two week turnaround for review of submitted
papers if the submittor sends $125 with the paper.

An extract:

Just goes to show that even reviewers can be "bought" - in the nicest
possible way!! Is this a new economic model??
