This is a notification that I am invoking the prerogative of
the Moderator to declare cloture on the discussion of (1)
whether or not the serials budget crisis exists, (2) whether or not, if
it exists, it is the fault of (a) journal publisher overpricing
or (b) university underspending.
This is not the theme of this Forum, which is about freeing the refereed
journal literature irrespective of the answers to (1), (2), (a), (b).
This literature is given away by its authors for the sake of reaching
all potential readers, in the interests of furthering research. Hence
there is no justification for access-denying tolls, whether or not
university libraries have budget crises, and why.
Please redirect discussion of these matters to another Forum.
