"Publication" is any public dissemination, hence of course it's
publication. But it's only vanity press self-publication (a descriptor
you don't like), whereas I think it's better to reserve the word
publication for refereed journal publication (regardless of medium, and
whether or not self-archived).
To the extent this is about words, it's trivial; to the extent it's
about alternatives to refereed journal publication, it's substantive.
